BCSO History


The Office of Sheriff for the City of Baltimore has existed since 1845 and is the first organized local law enforcement agency in Baltimore City. The creation of the Sheriff’s Office predates the creation of the Baltimore City Police by eight years. Upon being elected in 2022, Sheriff Sam Cogen became Baltimore City’s 41st Sheriff.

Our Mission & Vision

We serve Baltimore City by fostering goodwill through strong community relationships, prioritizing human needs, and taking direct action to create safer spaces. We fulfill this mission through multiple distinct divisions.

Court Security

The Court Security Division protects the Baltimore City Circuit Court. Its duties include safeguarding judges, maintaining order, screening visitors for weapons or contraband, and transporting prisoners.

Field Services

We serve subpoenas, levies, and court orders issued by the Circuit Court. The division also carries out eviction orders and posts failure-to-pay rent notices.

Social Work & Outreach

Our social workers support those in crisis, focusing on eviction prevention and housing planning for families and individuals.

Internal Affairs

The Internal Affairs Division upholds high professional standards. The division investigates citizen complaints, use-of-force incidents, and conducts background checks for applicants.

General Orders

General Orders outline the policies and procedures that guide the work of the Sheriff’s Office. Our office is in the process of updating our General Orders to ensure they coincide with the highest standards of policing.

Sheriff Sam Cogen

After a 25-year career within Baltimore City’s Sheriff’s Office—serving as a Top Commander and Assistant Sheriff—Sheriff Cogen was elected to the top position in 2022.

A Message from the Sheriff

When I was elected Sheriff in November 2022, I promised to lead the Baltimore City Sheriff’s Office with a focus on public safety, community engagement, and modernization. Since taking office, we have made significant strides in reducing violent crime, humanizing the eviction process, and increasing efficiencies across every aspect of our work.

In 2024 and 2025, we began tackling the backlog of violent crime warrants, while also rolling out innovative programs that improve community well-being throughout Baltimore. Community engagement has been a cornerstone of our efforts, with Deputies participating in over 300 community events and strengthening partnerships with local organizations. We’ve also introduced new technology to streamline operations and improve accountability. 

Looking ahead, we remain committed to further modernizing the office and working with our partners to create a safer, more responsive Baltimore. Together, we will continue to ensure that the Sheriff’s Office is a vital part of Baltimore’s progress.

Term In Review

Since Sheriff Cogen took office in 2022, the Baltimore City Sheriff’s Office underwent a period of meaningful transformation under his leadership.
