Baltimore’s Original Law Enforcement Agency
History
The Office of Sheriff for the City of Baltimore has existed since 1845 and is the first organized local law enforcement agency in Baltimore City. The creation of the Sheriff’s Office predates the creation of the Baltimore City Police by eight years.

BCSO History
The authority granted to the Sheriff of Baltimore City comes from common law—created by a Constitutional amendment passed in 1844 [Laws of 1842, Chap. 246; confirmed by Laws of 1843, Chap. 184]. As an independent and elected office, the Sheriff of Baltimore City is directly accountable to the citizens of Baltimore. Upon being elected in 2022, Sheriff Sam Cogen became Baltimore City’s 41st Sheriff.
